Q:  What is the Residential Parking Program (RPP)?

A: This is a program developed by committed residents to address the growing shortage of parking for residents on residential streets around Main Street.  Permits are required for vehicles to park on residential streets around Main Street Friday – Sunday and holidays falling on Mondays.

 

Q: When does the Residential Parking Program begin?

A: The Village has had a RPP since 2015 on Village streets west of the Metro North railroad tracks. The next phase of the RPP to include a broader area around Main Street’s business district and launched in January. In the initial transition of 2024 to this new system, residents will have a window, from January to March 1, to get their permits before enforcement begins in March of 2024. 

 

Q: How much are Residential Parking Permits and how long are they valid? 

A: Permits are $50/permit and are valid from January 1 to December 31 of the year they are issued for. Permits purchased after January 31 will be prorated at $4.17/month for the remaining months of the year, including the month in which the permit is received. In 2024, applications that are received before March, when enforcement begins, will be prorated at $41.70/permit.

 

Q:  Who is eligible to receive a permit?

A: Residents of the following streets are eligible to apply for a residential parking permit: Church St., Cross St., Fair St. (from Northern Ave. to Main St.), Fish St., Furnace St., Garden St., Haldane St., High St., Kemble Ave. (from Rock St. to Main St.), Main St. (from the River to 9D), Market St., New St., Northern Ave. (excluding Spring Brook Condominiums), North St., Railroad Ave., Rock St., Stone St., and West St. View a map here.

 

Q: Can business owners get a parking permit?

A: No, in this phase of the Residential Parking Program only residents are eligible for this program and must provide proof of eligibility with their application. 

 

Q: How many permits can I have?

A: Each household (each single family residence, or each unit in a double family residence, multiple family residence, or apartment building) may apply for up to 2 permits. For instance, for a legal two-family dwelling, each unit is eligible to apply for 2 permits, for a total of up to 4 permits for that property. 

 

Q: What if I have more than two cars, and need more parking?

A: The permit program is an effort to distribute a scarce public resource in a way that satisfies most residents’ needs. 20% of the parking spaces in the RPP area — around 74 spaces — are designated as public and require no permit. Every street in the area is within a block of some of these public spaces. There will be no parking restriction signage in these areas or they may have signage if they have some time restrictions (such as “5 HR limit from 8AM-5PM”). Parking is unlimited in the RPP areas Mondays-Thursdays and after 6:00 pm Fridays-Sundays and Monday holidays.

 

Q: I’m a landlord. Are my tenants eligible for parking stickers? 

A: Yes, residents who live in legal residential units are eligible, with a limit of 2 parking permits per unit. Each lease-holding tenant of each unit should apply for their household. Landlords should not apply for tenants.

 

Q: How do I apply?

A: Download the application here. Alternatively, applications can be picked up at Village Hall, 85 Main St, or requested by email at vcsclerk@coldspringny.gov. Eligible residents may apply by mail or in person at Village Hall, 85 Main St.

Please make sure your application is complete and you provide a copy of a valid driver’s license with the vehicle registration, with two pieces of proof of residency. Acceptable documents for proof of residency include: Driver’s License, Vehicle Registration, Voter Registration Card, Tax Bill, Utility Bill, Water Bill or a copy of your lease. 

 

Q: What days and times are the Residential Parking Program in effect? 

A: In the Residential Parking District, a permit is required to park from 9am to 6pm on Fridays, Saturdays, Sundays, and certain holidays (Memorial Day, Labor Day, Columbus Day/ Indigenous People’s Day, and Veterans’ Day), on the following streets: Church St., Cross St., Furnace St., Garden St., High St., Kemble Ave. (from Rock St. to Main St.), Railroad Ave., Rock St., and Stone St. Permit holders may park on any street, not just their own street. Permits are not required Monday – Thursday or after 6PM on Friday through Sunday and holidays on Monday.

 

Q: When can I apply for my Residential Parking Permit?

A: The application process is now open. Residents can apply at Village Hall during office hours, or can return competed applications by mail addressed to:

In the future, the application process for next year’s resident permits will begin in December. We will communicate via Village email, website, social media, and by paper mailed communications to eligible residents when the application process begins for the following year.

 

Q: What happens if I replace my car?  

A: If the permit is damaged or needs to be replaced, you may apply at the Clerk’s office for a replacement sticker for a $5 fee. The Clerk will require proof of the damaged or removed permit before a new permit is issued.

 

Q: I have a permit from the earlier implemented version of the Residential Parking Program for west of the Metro North Tracks that is still valid. Do I have to reapply for a new one?

A: Residents of the original Residential Parking Program on lower Main Street, New Street, West Street, Fish Street and Market Street will be required to transition to the updated Residential Parking Program upon expiration of existing permits. The Village will honor all current permits and your permit is valid only for parking in the areas west of the tracks until it expires. You may also apply for an updated permit now, which will allow you to have immediate access to parking in all Resident Permit Parking areas.

 

Q: What if I have an ADA (disabled) hangtag on my car and need to park close to my residence?

A: Any vehicle with a valid ADA hangtag may park at any time in any Residential Permit Parking area with or without a permit sticker. They will have to pay parking meters if they park in ADA reserved spaces on Main Street when meter systems are activated.

 

Q: What if I have limited-time guests, home-aids, or contractors coming to my home who need parking access near my home when the Resident Permit Parking is enforced?

A: In addition, temporary permits for limited-time guests, home aids, or contractors may be requested from the Village Clerk’s office. The request must be made with proof of residence and the dates when the permit will be used. A dated hang-tag temporary permit for the specified period will be issued.
