Midday today, County Executive Byrne declared a State of Emergency for Putnam County. Most of the damage in the Village of Cold Spring was sustained on private property. Private property owners should please keep photographic and video evidence of damage, as well as careful documentation of costs. All storm-related costs can be counted toward FEMA qualification thresholds for federal assistance. We expect the Bureau of Emergency Services to provide guidance on how private property owners should communicate with them and with FEMA, and we will pass make that information available.

Metro North announced bus service to replace train service on the Hudson River Line while track restoration is undertaken in the coming days. Metro North is currently pumping the tunnel under the tracks to restore pedestrian access between areas east and west of the tracks.

Village roadways are all open, but repairs will be needed. Fair Street continues to have some washout debris that needs to be addressed, but the road is passable. Item 4 has been placed in washed out areas along streets and sidewalks; please use caution when walking. Our Roadways & Facilities Crew worked diligently through the storm and after it today. They will be in the field in the coming days continuing to make repairs. All Village reservoirs are secure, and the Wastewater Treatment Plant performed well through the storm thanks to our dedicated Water & Wastewater Team. Cold Spring Volunteer Fire Company responded to calls constantly through the storm, as well as performing post-storm pump outs. Our Police Department assisted the CSVFC while also responding to their own calls. Thank you to everyone.

Today I met with the Village’s consulting engineer, as well as Congressman Lawler, State Senator Rolison, Assemblymember Levenberg, County Executive Byrne, Legislator Montgomery, Supervisor Van Tassel, Deputy BES Commissioner Falloon, Acting County DPW Commissioner Feighery and their teams to survey damage, discuss the Village’s aged, under-engineered stormwater management system and discuss funding options for remediation. I am hopeful that support will be forthcoming to undertake survey and planning to develop more stable long-term solutions. The storms will only be more severe going forward.
